Emergency Services Unit

In order to substantially reduce the risk of injury or loss of life to citizens, police officers and suspects; the Clarksville Police Department has established a Emergency Services Unit, which will be composed of the Tactical Unit and the Crisis Negotiations Team. These Teams shall be used in situations which pose unusual risks to police officers or the public. The following situations are considered to be such high risk situations: A. Hostage Situations: The holding of any person(s) against their will by armed, or potentially armed, suspect(s); B. Barricade Situations: The standoff created by an armed or potentially armed suspect in any location, whether fortified or not, who is refusing to comply with police demands for surrender; C. Sniper Situations: The firing upon citizens and/or police by an armed suspect, whether stationary or mobile; D. Apprehension: The arrest or apprehension of armed or potentially armed suspect(s) where there is the likelihood of violent resistance; E. Warrant Service: The service of search or arrest warrants where there is a likelihood of armed or potentially armed suspects(s) and there is the potential of armed resistance; F. Personal Protection: The security of persons such as VIP’s, witnesses, or suspects, based on threat or potential threat to the well-being of those persons; G. Special Assignments: Any assignment, approved by the Chief of Police, their designee, or Special Services Commander, based upon the level of threat or the need for a special expertise; and H. Or any other situation which represents a substantial or unusual risks to public/citizens.

Crisis Negotiator Team

The purpose of the Crisis Negotiator Team is to complement the Clarksville Police Departments total service program with the deployment of specially trained negotiators to assist in the safe resolution of critical incidents such as hostage, barricaded persons and suicidal situations.

Tactical Unit

MISSION

The mission of the Clarksville Police Department Tactical Unit is recognizing that the presence of the highly trained, highly skilled Police Tactical Unit has been shown to substantially reduce the risk of injury, of loss of life to citizens, police officers and suspects; and recognizing that a well managed “team” response to high risk situations usually results in a successful resolution, it is the intent of the Clarksville Police Department’s Tactical Unit to provide a highly trained and skilled tactical team as a resource for the Clarksville Police Department in the handling of high risk situations.

FUNCTION & RESPONSIBILITIES

The primary function of the Clarksville Police Department Tactical Unit is to “Save Lives.”

The Clarksville Police Department’s Tactical Unit consists of specially trained operators, selected from all sections within the police department. The Tactical Unit responds to a variety of calls that include, but are not limited to, the following:

  • Barricaded subjects
  • Dignitary/VIP Protections
  • High risk warrant service
  • Hostage Situations
  • Special circumstances as directed by the Chief of Police
  • Suicidal Subjects
