Road Projects

Below you will find the current progress of all Tier 1 road projects in the Transportation 2020+ Strategy.

Each project in the Transportation 2020+ Strategy is broken down into the following three categories in tracking the progress of each project:

  • DESIGN & ENGINEERING

  • RIGHT-OF-WAY ACQUISITION

  • CONSTRUCTION

Here is a breakdown of each category that represents a collection of steps that must be completed to move forward with a project, many of which can range from several weeks to several years depending on the project:

  • DESIGN & ENGINEERING

    • This category is what kickstarts a road project. Preliminary design and engineering must be completed to understand what roadway typical section (number of lanes and bike or pedestrian features) will be needed to support not only existing traffic but also to handle the anticipated traffic growth in the future. This process also includes coordination with utility companies to identify any conflicts with existing or planned infrastructure. Depending on the project, Clarksville Street Department or a design/engineering firm selected through an RFP process will develop site plans to move forward with the project. This category can normally last a matter of weeks or months depending on the level of complexity involved in the project.
  • RIGHT-OF-WAY ACQUISITION

    • Right-of-way acquisition is the process of acquiring access to privately-held property for public projects to be built on. During the design phase the necessary right of way, construction easement, utility easement and slope easement are identified from each property required for construction of the project.  This process is typically conducted through a firm selected through an RFP process that specializes in right-of-way acquisition. This firm negotiates with landowners based on appraised property value provided by an independent, licensed appraiser. This process is normally the lengthiest of any road project, sometimes lasting multiple years, due to the number of properties that must be appraised and negotiated.
  • CONSTRUCTION

    • Construction is the portion of any road project that people are able to see progress happening right before their eyes. Much like previous categories, a contractor is selected through an RFP process to provide construction services for the project while the Clarksville Street Department oversees the project as a whole. Construction typically begins with utility providers such as CDE Lightband, Gas & Water, AT&T, Charter, and other utilities being relocated to accommodate the project. Utility relocation can last anywhere from a few months to multiple years. Dependent on the size and complexity of the project, the construction process typically spans one to multiple years.

*Please note: Tennessee Department of Transportation (TDOT) manages and services all state routes in Clarksville, including major thoroughfares such as US-79 (Wilma Rudolph), US-41 ALT (Ft. Campbell Blvd, S Riverside Dr., Madison St.), SR-374 (101st Airborne Division Pkwy./Warfield Blvd.), SR-76 (MLK Blvd.).
