The mission of the City of Clarksville Information Technology & Communication Services (ITSC) department is to
(a) Be an active and proactive partner to the City on all matters related to technology, its use, and its benefits to the government and citizens of Clarksville; and
(b) Keep the technology assets operational, reliably maintained, and life-cycle managed to facilitate the secure and efficient flow of data and electronic information throughout city government.
ITSC provides the City of Clarksville an avenue to share vital information in a secure environment equipping employees of the City of Clarksville with the tools and training to make their daily tasks the most productive and cost effective as possible.
The City of Clarksville Information Technology & Communication Services department is responsible for these areas:
The City of Clarksville Wide Area Network (WAN)
The Wide Area Network connects all city departments allowing users to share information with each department, as well as outside agencies. Each department is connected back to the Network Operations Center through high speed fiber optic connections. This allows for high speed, high bandwidth, and high availability of the city’s resources to each user in the City of Clarksville.
Computer Systems and Office Automation
Computer systems, including hardware, software and peripherals, are standardized across the City. Software standardization allows for ease of use, and facilitates data sharing interdepartmentally and with outside organizations. Standardization of hardware eases troubleshooting, shortens downtime due to hardware failures, and the combination simplifies backups, restores, and replications. All of the above result in a lower cost to the City in the form of number of people required to support the systems and fewer systems to learn to support.
Electronic Mail (E-mail)
E-mail is a requirement for the daily operation of our city government. It allows for internal and external communication and sharing non-sensitive information quickly and easily. Each employee is capable of accessing their e-mail from inside the City Wide Area Network, or from any internet capable computer. This allows users to always be within reach even if they are out of the office. The City of Clarksville also utilizes a select few models of phone/PDA wireless devices that allow users to communicate through the City of Clarksville e-mail system.
Early Warning Siren System (EWSS)
The EWSS gives Clarksville residents who are outdoors an early warning of impending situations such as tornados, flash floods, Amber Alerts, hazardous material spills, and civil disturbance situations. When the siren sounds, the tone will be followed by a voice message that explains the warning sound.
Sirens are located near each of the major city park and recreational areas and at schools where large numbers of persons might gather outdoors, such as stadiums and ball fields. Other units are located at fire stations.
Telecommunications
Currently the City of Clarksville ITCS department directly maintains telecommunications operations for City Hall and the Police department and supports the telephony operations in other departments.
City Hall, housing seven City of Clarksville departments, has a NEC NEAX 2400 switch with approximately 70 digital and analog terminals in the building. There are two Primary Rate Interfaces (PRIs) providing service – digital voice channels – to the building. The ITCS department provides routine support of the switch and associated voice mail system with maintenance provided by an outside agency with a maintenance contract.
The Clarksville Police Department also has a NEC NEAX 2400 switch at the headquarters station with approximately 50 digital and analog terminals in the building. A 24 channel T-1 line provides the primary service to the building with an additional 20 DID lines providing special services to the building. Three Digital Remote units connect via T-1 to two other precincts. Those two sites contain approximately a total of 55 digital and analog stations. The ITCS department also provides routine support of this switch and associated voice mail system with maintenance provided by an outside agency.
The other City of Clarksville departments have Centrex lines directly into their buildings with various multi-line stations and switches. The Information Technology department coordinates these services with the local and long distance providers and maintains billing information for all departments.
