Kim McMillan was sworn in as the Mayor of Clarksville, Tennessee in January of 2011 and became the first woman to serve as Mayor of any Tennessee city with a population over 100,000.  As Mayor, some of her priorities are transparency in government, continuing economic development and maintaining and improving Clarksville’s exceptional quality of life. 

She opened the budget hearing process for all Clarksville city departments to the public and has ensured that all citizens have ways to access City Council meetings through television and the internet.  She has initiated the Mayor’s Fitness Council to encourage Clarksvillians to improve and maintain a healthy lifestyle and continuously works with the Parks and Recreation Department to offer programs and activities for residents of all ages.  Under her leadership, the Clarksville Marina and Liberty Park will be opened in the summer of 2012 and will offer more opportunities for Clarksvillians and tourists alike to enjoy water sports, family activities and community programs.

Prior to being elected as Mayor, Kim served in the Tennessee House of Representatives for 12 years and was elected twice by her colleagues to the position of House Majority Leader, becoming the first female in Tennessee history to serve in this position in either chamber of the General Assembly.  Under her leadership, Tennessee saw improvements in the education system, economic development and ethics legislation and oversight.  In 2007, at the request of Governor Phil Bredesen, Kim became the Senior Policy Advisor to the Governor and served for a short time on the administration and faculty of Austin Peay State University.  Every position she has held provided her with a unique perspective of government’s best practices and the opportunity to prove her leadership time and again.

Kim is a member of numerous organizations and serves on several boards including Leadership Middle Tennessee and Cumberland Bank & Trust, a community bank in Clarksville.  She is particularly interested in organizations that seek to improve the lives of others and train the next generation of leaders.  Kim has been married to Larry McMillan for over 20 years.  He is a native Clarksvillian, who is now the Chancellor for the Chancery Court in the 19th Judicial District.  They have two children, Katie and Ryan, who attend the University of Tennessee in Knoxville.
