"What do I do if I smell sewer odors in my home?"
Check to see if any of your drains have a dry trap. All household drains are equipped with an “S” shaped trap which provides a water seal to keep out sewer gases. If the drain is not frequently used it could be dry due to evaporation.
You may also have a loose fitting, break or hole in the vent pipe, items easily fixed with the aid of a plumber.
If you detect sewer odors outside of the home please call the Wastewater Division at 931-553-2424 and they will investigate the odor complaint.
I am interested in buying the house. How do I find out if that house is on City sewer?
Contact the Wastewater Department at 553-2424 to schedule a dye test. (Dye tests are provided free of charge)

Why am I being billed for sewer when I am on septic?
Under the Utility District Law of 1937, Tennessee, Ann. §§ 7-82-101, a utility company may charge a utility fee when it makes sewer service available even when the property owner has not connected to the sewer.
How do I get sewer available to a development?
In order for sewer to become available to a development several things must occur.
- It has to be feasible for us to run sewer to your development.
- A sewer survey will be sent to all homeowners. If the majority of owners respond that they wish to have sewer immediately or within the next 2 years, we will begin the process of planning and budgeting to provide sewer to the area.
- Once feasibility is determined and funds are available for construction, the planning and design process can begin. However, the time frame from design to installation and completion can take up to 2-5 years. Therefore, if you are currently experiencing septic problems, temporary repairs may be necessary.

Who do I call if I have questions regarding Gas if I live on Fort Campbell ?

How do I connect to natural gas?
Contact the Gas Dept. at 645-7400.
I smell gas. What should I do?
Leave immediately, leaving the door open for ventilation. Go to a neighbor's and telephone the gas company at 645-7422 during the hours of 8:00 a.m. to 4:30 p.m. or 645-0116 for emergency and after hours. If the odor is very strong, call 911. Do not turn electrical switches on or off (or use a flashlight or phone) because an electric spark could ignite the gas, causing an explosion.

How long does it take to receive a check for an easement?
On average, 30 days after receipt of the signed easement provided no additional approval from the committee is necessary. If additional approval is necessary, it may take 6 weeks for the check to be issued.
How do I get added to the bid list?
A current Vendor application must be completed and submitted to the Gas & Water purchasing office to be qualified prior to bid award (see below for Vendor Application process). Vendors who provide more than one product or service must fill out the commodity code section and/or note which products or services they provide. Bids and proposals are advertised in the Leaf Chronicle newspaper under the Public Notice section.
What is the process for becoming a vendor?
Complete and submit a Vendor application. Call the Purchasing Department at 931-645-7400 and an application will be mailed to you. Or you may download an application by visiting http://www.cityofclarksville.com and selecting Vendor Application under the Forms section.
How do I locate a water/sewer line?
Call Tennessee One Call at 1-800-351-1111 and/or contact the Engineering Department's Office for more information.
One of the most important functions of the Engineering Department is the administration of the Tennessee One Call (TNOC) program. The Tennessee One Call System, Inc. (TOC) is a computerized information center located in Nashville which establishes a communication link between excavators and those who operate underground facilities (operators) in Tennessee.
The Tennessee Code requires anyone who engages in, or is responsible for, the planning or performance of any type of excavation to provide at least three (3) working days advance notice and not more than ten (10) working days notice to underground facility owners who may be affected by the excavation.

If a utility is not in an area how can it be made available to a property and who do I contact?
For water or sewer, contact the Engineering Department’s office with the address of the property and the proposed usage (is this for one house, or for developing a subdivision) and our staff will complete a feasibility study. Call 645-7400 and ask for the Gas Department to complete a gas feasibility study.
If a utility is in an area but not connected to the property how can it be made available and who do I contact?
Contact the Engineering Department’s office to verify the location/feasibility of the utility. Next, call 931-645-7400 and ask for New Services for connection fees. You will then need to contact a plumber or contractor for an estimate to make the connection.
If a utility is in the process of being installed in a neighborhood, how do I find out who is the Project Manager?
For water or sewer contact the Engineering Department’s office at 645-7418. For Gas, call 645-7400 and ask for the Gas Department. Be prepared to provide the subdivision name and/or street address of the property.

What are the fees for connection to utilities?
Please contact Gas and Water New Services Department at 645-7400 to determine connection fees.
I am looking to purchase property outside the city limits, who will provide my utilities?
If the property is across the Cumerland River on Hwy. 48/13 or Zinc Plant Rd., Cunningham Utility District will provide your water. They may be reached by calling 931-387-3387. If the property is West of Dotsonville Rd. along Hwy. 79 ( Dover Rd.) you will need to contact the Woodlawn Utility District at 931-552-2921. If the property is east of McAdoo Creek Rd. along Hwy. 41-A it is in the East Montgomery Utility District. They can be reached by calling 615-307-3255. (these answers are all a general locations)
